    摘要
    The current construction of emergency response facilities at the micro level, such as residential streets is insufficient. Acknowledging living streets as crucial components of urban public life and transportation, judicious planning and construction of emergency response facilities on these streets have the potential to enhance the speed and effectiveness of urban emergency responses. This, in turn, contributes to improving urban disaster preparedness and mitigation capabilities. The study begins with a comprehensive literature review to identify rational evaluation indicators for the spatial layout of emergency response facilities on living streets, covering four dimensions including effectiveness, accessibility, safety and rescue responsiveness. Subsequently, five typical living streets in Xuzhou City are chosen for analysis, utilizing interview methods, observational approaches, and on-site research to assess the construction and spatial layout of emergency response facilities on these streets. Employing a systematic index, this study thoroughly assesses the service functionality of emergency response facilities on living streets, determining their service levels. Recommendations are then offered to optimize the spatial layout of these facilities. The research reveals that the emergency response facilities are predominantly situated in schools, parks, and squares, particularly in areas where certain residential streets exhibit increased openness, leading to a notable degree of service overlap. Besides, the accessibility of emergency response facilities on living streets is identified as low, indicating fairness issues. Embedding emergency response modules within living streets and establishing an emergency response governance system centered around these streets can improve urban flexibility and disaster resilience, thereby refining the overall urban spatial emergency response system.
