The Core Competencies of Emergency Management Talent in a Digital Context: An Exploratory Analysis Based on Grounded Theory
Abstract:With the rapid development of technologies such as fifth-generation mobile communications (5G), big data, and artificial intelligence, there is an urgent need to reposition the traditional model of emergency management talent training. The cultivation of emergency management talent is deeply intertwined with national policy directions, the transformation of the work world, and the application of digital technologies. Based on research related to the capabilities of emergency management personnel domestically and internationally, and informed by discussions and field research in emergency management talent training, an exploratory study using grounded theory was conducted. This study comprehensively analyzes the new characteristics and challenges of emergency management in a digital environment. It identifies a core competency structure for emergency management talent in the digital age, encompassing an interrelated and interactive framework of twelve core competencies across three dimensions: benchmark general competencies, emergency response capabilities, and digital literacy skills. The study proposes the modularization of curriculum structures, the intelligentization of practical simulation training, and the projectization of interdisciplinary learning to enhance the response capabilities of emergency management personnel in digital environments. Optimizing the training model of emergency management talent is crucial for better adapting to the rapidly changing demands of emergency management.
