    摘要
Resource-depleted areas have been crucial for China's energy and resource security, playing significant roles in supporting the nation's economic and social advancement. However, due to long-term resource extraction, the number of coal-mining subsidence zones, independent industrial and mining zones, and other troubled areas has been increasing. This has resulted in land wastage, environmental pollution, damaged houses and road tunnels, posing a serious threat to the safety of cities and towns. Currently, the rate of overlapping construction land use in China's subsidence zones is less than 2% due to constraints in site transformation. This has become a bottleneck that restricts the development of resource-based areas, especially those that are resource-depleted. Given the current situation of instability in the field caused by resource exploitation in suburban areas, it is crucial to make efficient use of construction areas and plan layouts. This study aims to enable the implementation of self-recovery and self-cycling development models for construction land in mining areas. The research focuses on the subsidence area caused by massive coal mining in the populated suburban area of western Shandong. It explores the relationship between the development patterns of the unstable space in the subsidence area and the construction and utilisation models. The text describes a method for evaluating the suitability of coal mining subsidence areas for construction and utilization. The goal is to develop a scheme that integrates the management of these areas with various industries, based on public demand. The project also aims to establish a model and planning solution for the construction and use of coal mining subsidence areas.
